My friend has lived here for more than 20 years and bought it first hand. This year, she wants to do some small renovations which are normal repair and maintenance.
So she knows the windowsill is leaking, and she was informed she can discuss it with the management office. So she contacted them, and it turned out that part of the cost could be covered by the building management office. Of course, it's better than nothing.

There are also some parts that are gray areas and may need to be paid for by the owner.
Maybe she has a good character and is not disgusting. The staff in charge said to help her try. In the end, the management office was responsible for both repairs, so she saved about tens of thousand.
So, don't be disgusting and hated by others.
